Speaker Biography

Dion D. Banks is a U.S. Army veteran, community architect, author, and public servant whose life's work sits at the intersection of history, healing, and leadership. He delivered the keynote at The Day of Resilience, the Inaugural Harriet Tubman Summit 2026, in Cambridge, Maryland — the place that formed him and where he has spent more than 25 years serving.

A disabled veteran who served from 1990 to 1994, including nine months in Desert Storm, Banks earned the Army Achievement Medal, Army Commendation Medal, Good Conduct Medal, Southwest Asia Service Medal, and Kuwait Liberation Medal. He carries that service forward as a trauma-informed coach, advocate, and founder of Dion Banks Coaching, while continuing his professional work as Vice President of Marketing and Public Relations at Ecoremedy, LLC, advancing solutions in renewable energy, waste-to-energy, and PFAS treatment.

Banks holds a B.A. in Business Management from the University of Kentucky and dual Honorary Doctorates — in Social Justice (Honoris Causa) and Public Welfare (Honoris Causa) — from the School of the Great Commission Theological Seminary in partnership with the SOGC Professional Training Institute. He was named Inaugural Cambridge Class President for the 2026 commencement, and was presented with the Key to the City of Cambridge, Maryland, by Mayor Lajan Cephas Bey at the graduation ceremony.

As Co-founder and President of the Eastern Shore Network for Change (ESNC), he has programmed with more than 2,000 children and more than 1,000 adults from across the country. Through ESNC, he created and leads Reflections on Pine and the Pine Street walking tours — living classrooms that reclaim Cambridge's civil rights history, honor Gloria Richardson, and reconnect residents and visitors to the ground Harriet Tubman walked.

Nationally and internationally, Banks has spoken as a U.S. State Department Diplomacy Speaker, participated in a White House Roundtable on Renewable Energy, traveled to Ethiopia, and helped advance the Maryland–Liberia partnership. He is the author of more than seven books on Black history, resilience, and belonging, including works on Harriet Tubman and President Stephen Allen Benson.

His keynote spoke from that full arc — soldier, scholar, organizer, father of community programs, and son of Cambridge — on what it means to be ancestral evidence: not by chance, but by covenant. In the spirit of our ancestors, he called them to bless our gathering, heal the present, and shape a future that our history will not allow to be forgotten.

From the Class of 2026 Address

As Class President, Dr. Banks delivered the commencement address to his fellow graduates — a message of purpose, integrity, and service drawn from 25+ years of leadership, military service, and community work. His charge to the Class of 2026 was both personal and universal.

"Dream boldly. Lead courageously. Live intentionally."

Words to the Class of 2026

Pulled directly from Dr. Banks' commencement address

"As you celebrate this milestone, I want you to know that your achievement is more than a personal victory — it is the result of perseverance, discipline, sacrifice, and the unwavering belief of those who have walked beside you."

Opening — on the meaning of this moment

"Today, you stand at the threshold of a future filled with possibility. The world needs your brilliance, your compassion, and your courage."

Your Journey. Your Moment. Your Future.

"Your true power lies not just in what you know — it lies in how you use what you know to make life better for yourself and for others. Never underestimate the impact of your voice, your ideas, and your actions."

Your Potential Is Limitless

"Success is not a straight line. You will face setbacks, doubts, and disappointments. That's part of the process. What matters most is that you keep showing up, keep learning, and keep moving forward. Stay adaptable. Stay teachable. Stay committed to growth."

Embrace the Journey Ahead

"In every room you enter and in every decision you make, let your character be your calling card. Choose what is right over what is easy. Build trust. Be honest. Keep your word. The world is watching how you lead, and your integrity will open doors that talent alone cannot."

Lead with Integrity

"As you chase your dreams, don't forget to lift others as you climb. Your success is magnified when it creates opportunities for someone else. Give your time, your resources, and your heart. Your legacy will be measured by the lives you touch and the change you inspire."

Serve with Purpose

"I believe in you. I am cheering for you. I am committed to seeing you win. The world is better because you are in it."

From Dr. Banks to his class

"Go forward. Be bold. Change the world. Congratulations, Class of 2026!"

Frederick Douglass Unity in Action Award 2026 — presented to Dion D. Banks

I am humbled and deeply grateful to The Bailey-Grocé Family Foundation, Operation Frederick Douglass on the Hill, and the family of Frederick Douglass for selecting me to receive the inaugural Frederick Douglass Unity in Action Award 2026.

This honor is not about me. It is a charge.

It represents a commitment to unity that shows up in real work — in community, in service, and in the daily effort to leave the world better than we found it. I accept it with a full heart and a bowed head.

History is a continuum.

Legends like Frederick Douglass have left us their playbook — courage, moral clarity, and the refusal to accept the world as it is when it can be made more just. It is time for us to write the next chapter.

A special thank you to Tarence Bailey Sr. for his tireless work and dedication to preserving the legacy of Frederick Douglass and The Hill Community. Your stewardship makes days like Unity Day possible and keeps the example of Douglass alive for the next generation.

Salute to everyone who made today's event an epic success!

Veterans Advocacy Update

A Major Win for Veterans 🇺🇸

Secondary service connection just got stronger.

A Major Win for Veterans — Spicer v. McDonough ruling infographic

The Ruling: Spicer v. McDonough, 61 F.4th 1360 (Fed. Cir. 2023)

The Federal Circuit held that the law requires a broader "but-for" causation standard under 38 U.S.C. § 1110. A service-connected condition can support secondary service connection if the claimed disability — or its current severity — would not exist but for the service-connected condition.

This includes cases where the service-connected disability or its treatment delays, prevents, or interferes with treatment of a non-service-connected condition.

VA Updated M21-1 — Effective May 1, 2026

  • 1Secondary SC is awarded for disabilities that are the result of, or would not have occurred but for, a service-connected disability.
  • 2Aggravation includes any increase that would not have occurred but for the SC disability — including treatment interference.
  • 3Permanent worsening is not required.
  • 4Examiners must address current severity and give a reasoned opinion on whether it would be less severe but for the SC disability.

What You Should Do

If you have a recent secondary claim denial that only addressed direct causation and ignored aggravation or treatment effects, review it. If the decision is less than one year old, consider a Higher-Level Review or Supplemental Claim. Make sure any new secondary claim or nexus opinion addresses the but-for question and any treatment interference.

I'm launching a new venture this fall that includes a focused component for veterans — helping them better understand VA law and disability claims so they can navigate the system with more clarity and confidence.
